STARGATE and Predecessor Programs

CIA's public history says its own remote-viewing research began in 1972 and transferred to the Defense Intelligence Agency in 1977. Related work continued under several program names, including STARGATE.

In the mid-1990s, the program returned to CIA for an independent evaluation. CIA's account says the review found reported results that merited statistical discussion but judged the phenomenon too unreliable, inconsistent, and sporadic for intelligence operations.

This record separates evidence that a government program existed from the separate question of whether remote viewing worked as claimed.
