The claim that Immaculate Constellation is a parent unacknowledged special access program consolidating UAP imagery is located first here in Michael Shellenberger's November 13, 2024 House testimony, which reads the whistleblower report into the record. Sue Gough's denial — no record, present or historical, of any SAP by that name — sits on the same page of that testimony. Earliest located is not origin. The parent-USAP sentence is read into the House record
On November 13, 2024, Shellenberger tells the committee the report shared with Congress says Immaculate Constellation serves as a central or parent USAP that consolidates observations of UAPs by both tasked and untasked collection platforms. He attributes the document to a current or former U.S. government official. The hearing text is the located public wording. It is not treated as proof the program exists.
The Department's denial is recorded in the same testimony
Shellenberger's written testimony records DOD spokesperson Sue Gough: the Department has no record, present or historical, of any type of SAP called IMMACULATE CONSTELLATION. The denial is located as Gough's statement via Shellenberger's page, not as an independently fetched DOD press release.
The live question is the named collection, not a logo
A named parent USAP and a named denial now sit in the same hearing packet. Later commentary that treats the name as settled inventory, or as settled fiction, is doing extra work. The useful record is still: who said the sentence, where, and what the Department said back.
